Many townspeople saw no need for improvements to be <u>forced<\/u> upon them. They feared the cost and the loss of local control (as they had recently experienced with the Poor Law and the building of Loughborough Union Workhouse).<\/p>\n<p>Those opposing government involvement called a meeting, to prepare their arguments for why the nature and timing of improvements should be left to local discretion. The meeting was reported in the Leicestershire newspapers \u2013 which were read by William Lee, who was in the county at the time, conducting an inspection at Market Harborough. He was therefore fully prepared for his reception in Loughborough.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-78c4336 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"78c4336\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-22611fa9\" data-id=\"22611fa9\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-1dfda455 elementor-widget elementor-widget-text-editor\" data-id=\"1dfda455\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t\n<p class=\"wp-block-paragraph\">William Lee arrived on 12 June 1849 and stayed for six days. He visited many streets and yards in the town, inspected the lodging houses at night and assessed the adequacy of the burial grounds. He heard evidence from doctors, other professionals, builders and ordinary working people.<\/p>\n\n<p class=\"has-background has-very-light-gray-background-color wp-block-paragraph\"><strong>James Jackson lived in a cottage in Queen Street. He and his wife lived with seven children aged from 2 to 22. <strong>Three other children had died, o<strong>ne from smallpox, one from measles and one from &#8216;inflammation&#8217;.<\/strong><\/strong><\/strong> <strong>Mr &amp; Mrs Jackson and their seven living children<\/strong> <strong>had only two bedrooms in their house. They shared a single privy (a basic non-flushing toilet) with the families living in six other houses. <\/strong><\/p>\n\n<p class=\"has-text-color has-background has-very-dark-gray-color has-very-light-gray-background-color wp-block-paragraph\"><strong>&#8220;In parts, the water was found to be so bad that the tenants could not use it, but had to beg or steal it from other pumps, while some had to travel 200 or 250 yards for the water they used for cooking.&#8221;<\/strong><\/p>\n\n<p class=\"has-background has-very-light-gray-background-color wp-block-paragraph\"><strong>A lodging house in The Rushes had two lodging rooms occupied by 24 people, 15 male and 9 female. One of the men had recently arrived from Birmingham, where he had caught typhus fever and was still ill. <\/strong> (Typhus is an infection spread by lice or fleas.)<\/p>\n\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-99869d3 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"99869d3\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-47de28e\" data-id=\"47de28e\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-e631d87 elementor-widget elementor-widget-text-editor\" data-id=\"e631d87\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Lee\u2019s conclusions were stark. Preventable sickness and mortality in Loughborough were excessive. The privies were unhealthy.
